This is a game engine bug. Game run smoother but with 100% usage in any CPU. Solved this old problem running the game with "SandBoxie". This program (Sandboxie) will run the game under a instance box, then the resources will be controled. After this, the game runs totally fine at 10%-13% CPU usage.
